If your vaccine works your cohort of vaccinees plus controls ought to have detectably better hospitalisation rates than the population at large. Re. the vaccine, the most important thing in terms of bringing this ghastly business to a close is that the public have confidence. Therefore a safe and effective vaccine is essential. Herd immunity will only come about if there is substantial take up.
I don't often side with the FDA but they're absolutely right in my opinion to be stringent. We do not want to see a repeat of the 1976 swine flu disaster.

Looking at the Sumpter figures with not much more to come in at all now, If NPA break 60/40 for Biden I estimate that gives him about 34% of the vote, Clinton got 29% in 2016.
