1. Gove's recent behaviour. 2. Previous clashes with May 3. Antipathy of significant number of Tory MP's 4. Balance within the Cabinet. 5. Ongoing reform within Justice Dept. 6. New government rather than reshuffle.

I wonder if Gove and Osborne, and Boris perchance, being outside the Cabinet may allow them to serve full time on the Brexit team? Obviously the "Sec of State for Brexit" (one assumes Grayling though I wouldn't pick him personally) will be in the Cabinet as well as on that team, but surely team members can't all be members of the Cabinet running other depts at the same time?

The problem with the EU thing is that no-one has a workable policy on what our relations should be with the EU. This is not new but has essentially been the British issue since the 1960's. As long as we were members, it was easy, it was whatever the EU was.
Now the binary Remain/Leave vote has eliminated that easy option we need to decide, when we never have been able to come up with a viable alternative, whether we stick to multilateral (ie EEA) or bilateral? Minimum change or radical change. If it's bilateral, what are our minimal and maximim demands? How are we going to transition - stay in the EU for the meantime, exit to the WTO outer orbit, temporary EEA? Will the EU parties agree? What are their demands on us? What will happen to our economy until the new arrangement is in place, which could take a decade?
I liked this paper from Open Europe. I think there's the kernel of an idea there. We could indirectly contribute to the EU security package by increasing defence spending and undertaking joint ops in the Med/Baltics, as just one example.

No - he left his departments as they were, corrupt and incompetent. He forced through major changes in the areas they administered, which is altogether different. What is needed now is for someone to really seize hold of the said departments and shake them hard.

It's just a reflection of the power of the person. Osborne beefed up the Treasury. Even Hammond was on the rise. Osborne will be on a downslope, as will Javid (if he is kept in place)
