And this solution is designed to address the very serious problem of women tending strongly to vote for the Democrats.

The “married women” talking point would affect the GOP if it was actually a problem. If it was actually a problem and affected Republican women, then Democrats would be all in favour of it.
The current process comes from a number of pieces of legislation passed since then, most of which do the opposite to their names as is usual for American legislation. The slow counting is a feature not a bug.

The legislation, the situation in California, and the apparent underlying attitude towards elections seems just to add the opinion that the USA should NOT be considered an example of good democratic practice.

What Thune is doing is saying he doesn’t have 60 votes to avoid the filibuster so he’s not even going to bother bringing the Bill forward.
Most importantly he’s avoiding having the Senators actually vote on it, because the activists intend to mount a primary challenge to anyone who votes against it. See John Cornyn in Texas for example, who just spent $100m losing his primary.

The difference between then and now is that the Senate’s Republican majority is aligned with both the President and the House. They have all three and still can’t pass legislation.

There is a Youtube channel called "London Cycle Routes", from a gent called Jon Stone, who every week posts a video of a "cycle route in London along separated cycleways and quiet streets". To me that is an excellent of helping all the traffic flow - provide people using cycles ways which are safe and interesting for everyone, and keep them out of the way of heavier traffic routes.
