As for the big terror attacks, I think it has been well reported that they managed to head off several imminent attacks e.g. remember they cancelled that international football match a few months ago. Germany has a muslim population not far off France in % terms, but it would appear they are much better integrated - they had a much smaller number who went off to Syria.
