From the clip, the interviewee sounds spectacularly unreliable.
I must admit, I'm not sure why Carlson is doing this: it's exactly the kind of thing that makes advertisers say "I don't want my product being showing next to that".
Fecking LOL. Obama smoked crack???
Jeez.
The interviewee is clearly confused with someone else.
I'd say this litle part of Finland is Scandinavian, linguistically and historically: https://en.wikipedia.org/wiki/Åland "Åland (Swedish: [ˈǒːland] i; Finnish: Ahvenanmaa) is an autonomous and demilitarised region of Finland. Receiving its autonomy by a 1920 decision of the League of Nations,[2] it is the smallest region of Finland by both area (1,580 km2) and population (30,129), constituting 0.51% of Finland's land area and 0.54% of its population. Its only official language is Swedish and the capital city is Mariehamn."
(There are enough native Swedish speakers in some other parts of Finland, so that Swedish is one of the two official languages of Finland.)

I've know Swede Finns AND Finn Swedes. Also at least one Irish Swede. But so far zero Swede Irish.

Marshall Mannerheim, a Swede Finn, spoke Russian but barely any Finnish.
Which did NOT appear to make any difference to the Finns. Or the Swedes, or the Russians.

At the Fleet Center, Boston, Massachusetts during the 2004 Democratic National Convention.
Plenty of witnesses!

Granted, it failed the test. But it WAS tested.
