As I understand it to open a new pub (or even a shop selling booze) you had to acquire an existing place selling booze and shut it down (so called acquire and extinguish). It’s a bit like the old New York Taxi Medallion nonsense.

I love the way the public sector make their own incompetence your problem.
It's actually their problem twice, I imagine. Firstly the government will demand they pay back money they've spent, and secondly when they get a job later on they will be forced to pay tax to cover the higher national debt arising from the defaulters.
So the only rational thing to do is evade the demands for repayment, and live a life on benefits after you graduate.
