The problem with "I'm sorry" is that it is taken as a full admission of guilt for anything vaguely related to the original complaint.
Even if someone is genuinely sorry, they cannot take the risk.
Now if "I'm sorry, I won't do it again" was followed by "You're forgiven" then we might see it being used a bit more.

Trade agreements, that prevent us (for example) being able to mandate how food is labelled, or from having our own standards for food sold in our country, are just one example of this.
And this is why pretty much all treaties contain binding dispute resolution mechanisms. Don't honour our treaty agreements to the ITU: there's a binding mechanism to force us to change.
We need to be realistic about this. The US uses ISDS tribunals, which tend to meet in secret and contain a majority of US judges, as their dispute resolution mechanism. And this is one of the reasons why they have so few free trade agreements. (Plus they've tended to write in a requirement that other countries keep their IP laws in lockstep with the US.)
For these reasons, I would be very surprised if we entered into an FTA with the US any time soon. Our priority must be in replicating the EU's existing agreements with the US, that cover mutual recognition of standards and double taxation. On the tax side, without these agreements being replicated, there either has to be (a) an increase in UK executive power to allow HMRC to ignore existing laws regarding third parties, or (b) real issues for firms that do business in both the US and the UK.
