Interesting discussion on next years London borough elections. Havering is of course unique in that it has 22 Residents association councillors - mostly in the better off areas like Upminster. Labour only has two and UKIP six at present - UKIP mostly in the most deprived area of Harold Hill but also oddly in Emerson park which is the wealthiest.
The residents associations are the reason the council is no overall control - one section of them run the council jointly with the Tories.
It's the only London borough that has a strong base of independent councillors - and almost all the wards they hold would vote solidly Tory otherwise.0 -
