Either there is something very basic and fundamental which I have completely missed or misunderstood, or there is something basic and fundamental which other people have missed or misunderstood.
You make the assumption that they bother to read the byelection rules (they haven't) and they assume South Shields has local elections this year (it doesn't).
Its easy to work out why the articles are wrong when you remember that journalists don't have time to research facts nowadays.

About 500 people attended the funeral today of ex-Royal Marine Albert Vaughan who died on his 89th birthday at a Staffordshire nursing home last month.
Standard bearers and members of the public lined the streets as Mr Vaughan's coffin was taken to St Editha's Church, in Tamworth.
It comes after staff at Marmion Nursing Home in the town said they only knew a handful of relatives who could attend - so manager Chris Homer sent a speculative email to the National Ex-Services Association explaining what had happened.
Within hours people across the planet had responded - from as far away as Australia, India and Dubai.
Mr Vaughan had spent the last 21 years of his life at the nursing home and died of pneumonia just two hours after his birthday.

A question for the knowledgeable from the ignorant: it is apparently exceptionally difficult to create a nuclear weapon package that can fit on a missile - size, weight, and resilience are massive problems. Would not an easier attack be by transferring a weapon onto a ship, and taking it into a port - the soft underbelly? It would not even need to be offloaded.
The only advantages I can think of for missile delivery is that it would be an air rather than ground blast, meaning there would be more blast damage and (I think) less fallout. Secondly, a ship-based operation would require much time and planning in advance, whereas a missile can be launched either instantly or in a number of hours, depending on the type.
So why go to the bother and expense of missile delivery?
