I'm not sure how it can be fixed from the top down. The state can only create a framework which will allow people to pull themselves out of poverty. If people are not willing to work (in whatever way) to improve themselves and their area, then there is little the rest of us can do except provide a safety net.
Labour's problem is that they have been in control of many of these areas, and there has been little improvement.
