Sorry this is so late, but to confirm the Conservative free state of Oxford, since the mid-1990s there's only been one Conservative City or County Councillor elected in Oxford (to the City Council in 2000 I think), and she stood down after a few months when she moved to Wales. The last Conservatives were elected to the City Council in 1992 or possibly 1994.
