And, water infrastructure had been underinvested in, and you do need to successfully collect and distribute water, so some rise (in real terms) was probably inevitable.
I will grant you that the way that companies leveraged themselves up with massive amounts of debt, and then needed to raise prices to pay interest payments will also have contributed to price rises.
