The proposed three year capital grant for FETA has been reduced by 65% and, as a result, a major review of FETA's Capital Plan over this period was carried out. This review has confirmed that FETA’s current contractual obligations can be met and has also identified the balance of funding available to carry out the non-committed capital schemes.
37. Using risk analysis techniques, a priority ranking of the non-committed schemes has been carried out to determine which schemes can be taken forward within the available budget. Several schemes have had to be deferred and others reduced in scope. However, key risks remain with the condition of the Anchorages and the Main Cable and these are being investigated. When the results from these investigations are known then the level of risk can be fully evaluated and the impact assessed on FETA's Capital Plan.
That just about sums up the Scottish government.0 -

I'm balls deep in Paul Ryan for the GOP NOM at 999/1, on that same logic.Metatron said:I`ve backed Romney at 130/1 for nomination and 700/1 for president on basis that if Trump is still the frontrunner in May 2016 the Republican establishment will block him as nominee. It will not look right if they go someone who has already been a candidate against Trump.Romney did nothing in 2012 and would have at least a 50/50 chance against Hilary so I would expect the Republican establishment to persuade him to stand. If he said no Paul Ryan,Michael Bloomberg or Susanna Martinez might be alternative choices
I'm not sure Romney's odds should be that much shorter than Ryan's, tbh, but the odds on someone not currently in the race becoming the GOP candidate can't be over 100/1. Probably more like 50/1.
The best bet is probably to lay the current declared runners on betfair at >99% where possible.

To my knowledge, he's asked for a statement to that effect with no legal weight whatever. Considering genuine legal provisions have been swept aside by the eurozone in recent years (to zero action by Cameron), I'm not sure what on earth he thinks a statement of intent will do.Morris_Dancer said:Mr. Eagles, that's crazy.
Mr. 1983, doesn't Cameron want a veto (or comparable power/protection) for non-eurozone countries to prevent the eurozone gerrymandering the wider EU to its advantage?
On the other hand, it is unrealistic to expect new treaties to be drawn up - in a 28 member EU - in less than about 5 years,
Therefore, I believe the order would need to be: (1) Heads of Terms (non legally binding) now; (2) To be incorporated into the next treaty.
This obviously creates the possibility that we agree to something which is not later incorporated into the treaties. I would therefore suggest that - in the event of an "in" vote - the government creates a cross party committee to examine the extent to which the agreement has been adhered to, up to and including decisions of the ECJ. Said committee can recommend another referendum in the event that treaties do not incorporate the spirit of the earlier agreement.0 -

Happy birthday Sam.
Re the Trump outcry. Yes, he's a bit of tit, but barring him from entering the country would be childish.
I'll let you into a well known secret. There's a feeling among some people that Muslims and other minority groups get preferential treatment. They also think posh people get preferential treatment. The Left react to the former suspicion by throwing out "racist" and using it to damp down discussion while totally agreeing with the latter suspicion. This exacerbates the paranoia and distrust. The left are then seen as being selective in their views - probably with some cause. On the other hand, the Establishment (the posh people) react in the same way.
It's a self-perpetuating problem, and therein lies the problem. No one wants to look at the problem.
I think I'll vote Trump for SPOTY and Fury for POTUS.

Talking of long-shots, I've just taken a few quid on Biden at 800.0 (yes, 799/1) for Next Prez. I've generously left some 600.0 and 610.0. If for any reason Hillary had to withdraw at a late stage - which is not such a remote possibility - surely he'd be a likely replacement.0

I believe I may have tipped that one a few weeks ago (though he wasn't quite at 800 then but was into three figures). It's a wise move. If anything politically fatal does happen to Hillary between now and March, there'd still be time for him to enter and win the race in the normal fashion. Were something to happen to her between March and August, it'd be harder as she'd already have racked up a load of delegates but on the assumption that she'd withdrawn and freed her delegates, it's surely more likely that they'd go for another establishment mainstream candidate than Sanders, and yes, Biden is the clear go-to option in that case.Richard_Nabavi said:Talking of long-shots, I've just taken a few quid on Biden at 800.0 (yes, 799/1) for Next Prez. It chooses to lead an article about the hidden lives of knife-crime victims with an example that wouldn't be everyone's first choice for a sympathetic case: a young man who was stabbed to death when he was trying to rob a drug dealer's flat and who was due to stand trial for previous robberies committed a few months previously.

I was tempted to be even more sexist (and sink to Tyson Fury levels)- but to be gender balanced, I don't think sex appeal and politics mixes particularly well, and people (men and women) spouting ideological clap trap just come across as distinctly unattractive.Sunil_Prasannan said:0
