Angela Rayner returns as secretary of state for housing, communities and local government. It's less than 10 months after she left govt over her unpaid stamp duty bill
A big role in the new government given council housebuilding programme and devolution agenda
Lucy Powell is the new education secretary
Bridget Phillipson is left with minister for women and equalities. She remains a full member of cabinet
Johnny Reynolds is now the Secretary of State for Business, Innovation, Science and Trade - sounds like suggestion DSIT is dead is true
Anneliese Midgeley is chief whip

Powell is a very weak option.
Powell has for the past year played a pretty pivotal role in facilitating Burnham's journey to No 10, and Starmer's exit from it.
Looks as if Anneliese Midgley moves straight from the backbenches to the Cabinet as Chief Whip. Signal for a more relaxed regime as promised by Burnham?

Powell has strong views about student tuition fees. I suspect universities might be a focus, also because they are in financial crisis
One assumes Ed has been placed there to appease the left. He probably wasn't Burnham's top choice for the job.
He's been appointed foreign secretary so he's got no say over domestic policy. It's also akin to N Ireland at the moment with Trump in the White House, trying to play nice while being belittled and mocked.
Do we have any suggestions for the pet moronic tax policies that the Treasury will get Healey to implement? I'm thinking pasty and caravan tax level, stuff that costs more than it could ever raise.
VED on ebikes or income tax on feed-in-tariff credits.
It’ll be a push on “fairness” based on harmonising things like income tax and CGT. He’ll balance it out with things like a basic rate cut.
Merge NIC and Income Tax and a basic rate cut would absolutely be affordable.
I'll call it for:
1 - The zero tax income band being synchronised with basic pension. 2 - The 100k cliff edge being sorted (this may be me hopecasting). 3 - Something modest being done on triple lock. 4 - Some tweaks around savings or income for wealthy people. 5 - Something on Council Tax. I'm speculating to myself about a rapid full revaluation, followed by a Proportional Property Tax to build on it by 2030.
Success for me will be 2/5 correct. Very success will be 3/5 right.
2- could be sold as part of a package restoring the Personal allowance to all and a 50% higher additional rate.
zero chance of a revaluation of council tax - it would take years
Why? The original valuation was done at speed back in the early nineties.

In an ideal world we'd have no bombs. But we live in a world where Putin is completely nuts, and may even be on the cusp of staging an attack on a NATO member, perhaps as an attempt to force a deal with Ukraine that he can live with, or to fold and excuse his failure by saying Russia was fighting all of NATO. So maybe we actually do need some bombs.
I initially read that as no boobs, and then wondered what fucking planet you were living on.

Just revalue at last sold price plus a regional house price index by property type (flat, semi, detached etc).
There will be winners and losers versus what is theoretically fair, but that's the cost of timeliness. And a more work intense methodology would take years and still productive winners and losers.

Powell is a very weak option.
Education clearly not a priority for Burnham.
Science and Technology and Business seeming less so too. Getting rid of DSIT and reappointing the lying lawyer with no business experience to the role he failed at before.
Clearly the remaining cabinet positions are being decided through a form of celebrity death match.
Not sure I want Wes Streeting for Defence.
He's not serious enough and a bit of a joke figure.
He's serious enough about his career and did a decent enough job at Health.
Only way to make progress at defence is lobby to improve our armed forces and support Ukraine. With Healey at number 11 he should be pushing at an open door.

5 is my favourite, hard-pressed renters tax to pay for northern homeowners' bin collections.
McTernan called it, if you don't appoint a strong Chancellor with a plan then you get the Treasury and policy which is austerity and pet tax policy changes. Healey went native at Defence, so he'll be run by the Treasury.
My favourite would be encouraging those who live in dwellings that have had massive increases in value since 1991, on which increase they by default have not paid Council Tax, to at last pay what should be owed.
(Yes, I know how it is calculated.)
This includes me in some measure.
Were it me I'd tell them to have it place by the tax year 27-28. That would wake up the civil service.
What should be owed. So people who paid mortgages, maintenance costs, council taxes on an asset that is in physical real terms is no different from what they bought should be penalised. Anyway how would you distinguish between those that bought 20 years ago and those that bought last year?
I'm referring to future payments not historic. Historic losses are a sunk cost. We cannot easily correct the past in this case, only ebnsure that the future is better.
Even in the flawed CT system, I would wish that a revaluation had been done every decade since 1991, but recognise that that is now a sunk cost. Not to have done regular revaluations was absurd.
It might even have helped in some minor way to stabilise our crazy house price fluctuations.
You said “those people who live in dwellings that have had massive increases in value since 1991 on which increase they by default have not paid council Tax, to at last pay what should be owed.” Sounds like you were talking about the past.
Now you say you are only talking about the future.
So how do you know there will be gains and what they will be, what about those buying at current prices.
Seems to me all you are talking about is an increase in council tax. Nothing to do with gains. Just they have a property that they may well have borrowed a lot of money to buy so I expect them to pay disproportionately.

Oh, I agree but it's an interesting appointment. Can't recall a backbencher - and one only elected two years ago - going straight to be Chief Whip.

He says that, and he also says he'll brook no argument with his vision and plan - which will need whipping.
Both things can't be true.
Corbyn kept the whip for 13 years while rebelling hundreds of times against the Blair and Brown governments. Starmer removed the whip from 7 MPs within one month of becoming PM, and didn't stop there.
So whipping is a matter of degree, and with 400 MPs Burnham can choose which path to take.
The one good thing about appointing Rayner as Housing Secretary again is that it gives us the chance for a controlled test. If she succeeds this time in increasing the rate of housebuilding, then we will have verified quite how bad Starmer's leadership of his Cabinet was, in that he will have been shown to have inhibited Rayner from being a success the first time.
Rather unexpectedly, it would appear that Burnham has the heart and soul of a scientist.
Johnny Reynolds is in as Secretary of State for Business, Innovation, Science and Trade
Do I detect the stirrings of the Ministry of Economic Affairs?
Who is getting the Ministry of Administrative Affairs?
Department for Administrative Affairs, although Hacker was the Minister for Administrative Affairs before becoming PM. The 1980s DAA is canonically based on the 1960s DEA
Johnny Reynolds is in as Secretary of State for Business, Innovation, Science and Trade
Do I detect the stirrings of the Ministry of Economic Affairs?
To mastermind the National Plan?
Forget about the 1980s, we're back to 1965. Sadly, Johnny Reynolds is no George Brown.
Burnham's 10 Year National Plan could be quite significant in fiscal terms.
You can justify a lot of public spending as an investment if you look at the potential savings that flow from it over a 10 year horizon rather than the much shorter one favoured by Treasury othodoxy. So it could be seen as a means to loosen the pursestrings without jeopardising the fiscal balance in the very long term.
Here's an odd situation ... I had to look up who Anneliese Midgley was, transpires she is MP for Knowsley. The previous MP for Knowsley, Sir George Howarth died recently. Used to see him sitting up the backbenches near Corbyn before he was prominent. But it appears that no one knows when he died. Wiki hasn't updated it yet, only that the Speaker announce it earlier this month.
If anyone wants to update Wiki, now is your chance.

Rowland Manthorpe @rowlsmanthorpe Reliably informed that the decision to scrap DSIT originated in the Cabinet Office, where Antonia Romeo wants to have control over AI - although of course it was signed off by Team Burnham, who don't see AI as a major priority
Apparently this goes right back to Starmer's decision to move GDS away from the Cabinet Office and into DSIT

Something clearly hasn't gone quite right. There is no way after weeks of Haigh interviewing people would they have not had their cabinet sorted. But now we are at 10.30pm and there is a football team worth of MPs standing around in #10 to find out if they made the team or got the Jordon Henderson role.
