Well, obviously. If the government hadn't pushed for reforms there wouldn't have been any strike.
But it shows that it's not enough for the Tories to point out how disruptive the strike is and how inconvenienced patients are -- if anything, that just makes the problem worse for the Tories, since the public will ask "if you think this strike is so bad, why have you caused it?"
Public frustration at the strike taking place is not the same thing AT ALL as people losing sympathy for the doctors.
