Those Unions know if he succeeds in loosening the LEA controls on schools their power will be much diminished. His thinking is this will benefit children for the future, that will be his legacy, one worth the short-term unpopularity.

Gove should say the people who dreamed up modern teaching methods in the 1960s were the sort of people who didn't need - discipline - phonics - rote learning - times tables etc and so they scrapped them, in the process scuppering the education of the 2/3 of the population that did need them resulting in the bottom 1/3 operating at say 40% below their natural limit and the middle 1/3 at say 20% below their natural limit.

Given the present policy vacuum on both sides the chances of wild last-minute swings based on Bannockburnery are really rather high.
