One problem, consistently, in government is the failure to think of the consequences. And the consequences to the consequences.
Anytime you have a law or a regulation you create a delta between obeying it and not. Then factor in the potential costs - fines, jail etc.
The potential fines and criminal penalties for dumping waste are a flea bite compared to making (say) a million pounds out of drugs.
Occasionally, a YouTube channel creator I watch, LindyBeige, gets invited somewhere to essentially do tourism stuff, make his own videos etc to promote the country (he went to somewhere in South America a few years ago).
