Is it eg a lack of jurors? Judge trials are quicker because you don't need to get lay people up to speed? Judge trials are less likely to collapse and so need to be run again? Or something else?
Read the report - link posted above.
There's actually an awful lot more in it than this proposal (which is actually outside the official scope of his brief). A lot of nuts and bolts procedural stuff which would speed up the existing somewhat haphazard system.
This just happens to be the most newsworthy.
Heh. The UK's 7 second attention span media strikes again.
It really does. For example, most of the London press have confined their foreign coverage to snide and rude comments about Macron this week, with no coverage at all of potentially critical changes in China.
Another very warm day in London Town but out east a nice breeze has set up from the Estuary as it often does which has taken the top off the temperature. This will probably be our warmest day for the next week and possibly longer (but I could be wrong).
I see Kent County Council's new Reform administration have identified £40 million of savings - well, it's a start I suppose but Kent was planning to spend £2.6 billion this financial year (2025/26) so a drop in the ocean to be honest. Needless to say, this was a verbal report to Council so details not forthcoming.
I suspect the new Reform majorities on other county councils will discover the pot of potential savings is much smaller than they had suspected or hoped.
Think we need to install shutters on windows, like the French.
The biggest difference between Brits when it’s sunny, and all of our southern neighbours, remains that we rush to fling the windows open and they rush to close them, and draw the curtains.
Can't remember a more enthralling day's test cricket.
Such a low bar, though,
There have been lots of great days of test cricket - so recently as England's tour to Pakistan for example. Or even the World Test Final just a month ago.
What seems to me so great about this is that we're seeing two top-form sides battle, and we're seeing it over five tests. Now that has been quite rare.

I was in Paris in the heatwave summer of 2003. The hotel was stifling even with closed curtains.
Worst was queuing in the glass pyramid at the Louvre.
I am now too old for jury service and was only once required to do it in the 60 years since I became eligible, but just yesterday my 19 year old granddaughter was called up for it
Horrible weather for work today, I think it got up to 32⁰C with a "real feel" of 35
Luckily I had a quite light day's work so only had to walk about nine miles. And between noon and half one, when I was in Ogbourne St George and had some of my most exposed and longer walks, the sun was somehow hiding behind two tiny clouds
Spare a thought for your posties when it's this hot

Pergolas are probably more in keeping with British propensities, perhaps.
What it really needs are motorised external shutters, but they really need to be built in at the start; my sister and her hubby have had these in when they did a fat-at-the-back extension in ~1995, on dad's advice.
A good system that can be retrofitted are skylights for overnight stack ventilation, to be shut and keep the coolth in from say 6am.
My place's main issue is heat soak to upstairs during the day from the outside, as the decrement delay is too short. If it stays warm overnight, it causes trouble even with stack or cross-ventilation set up.

There aren't many test nations, let alone good test nations.
I thought the proposal was to allow defendants to opt for judge led trials, rather than dispensing with juries ? It's a system which appears to operate without dramatic problems, elsewhere.
What do you make of the rest of his (numerous) proposals ?

Union intransigence is going to directly lead to a government that will further curb their power and restructure the public sector in a way that will be really bad for their members.
Really interesting piece. Thanks - and I hope you are getting more rain for your fruit than the rest of us.
I'm fascinated in the utter unprincipled shamelessness of the current Conservative Party.

I'm interested that the latest RExxxx *, which is apparently a Conservative Think Tank, are maundering on about air conditioning, as part of their performative "using less energy is not something we should be concerned about" shtick. They are still trying to out-Nigel, Nigel, without noticing that back in 2021 his party were saying they were serious about tackling Net Zero, and he will turn his coat like the flim-flam man he is when necessary - and the Tories do not have that skill.

It astounds me how many utter thugs must have been hiding in the ranks of ICE, only held back by fear of getting punished. They didn't get this way overnight. If you're prepared to interrogate kids, snatch mothers from their children and kidnap people off the street, you were always like that.
If the dems get back control before Trump turns the US in to a dictatorship, there are going to have to be soviet-scale purges of law enforcement at all levels.
He's not recommending that juries be dispensed with; rather that the issue of judge led trials be revisited (though he's clearly quite keen on the idea). I think he's reasonably fair in setting out the arguments on both sides, and would be interested if that is, or isn't how you see it. (Edit ... if you have the time; it's quite a long read.)
What do you make of his formal recommendations on changes to the appeals procedure from magistrates courts ?

One of the benefits of getting a heat pump is it can be reversed to make an air conditioner. If we are going to transition away from burning gas for heating, we're going to need the extra electricity supply anyway. Why not make it more comfortable in the summer?

He's not recommending that juries be dispensed with; rather that the issue of judge led trials be revisited (though he's clearly quite keen on the idea). I think he's reasonably fair in setting out the arguments on both sides, and would be interested if that is, or isn't how you see it. (Edit ... if you have the time; it's quite a long read.)
What do you make of his formal recommendations on changes to the appeals procedure from magistrates courts ?
I don't have the time this evening.
Judges and politicians are always desperate to get rid of juries and they always try to find ways of justifying this. These attempts have been going on my entire professional life and I view them as yet another example of the rulers displaying their disregard for and contempt for ordinary people and the role they ought to play in a well ordered society. See the last paragraph of my header the other day.
The fundamental problem with our criminal justice system is its persistent under-funding over decades, an absolute failure by the state to take seriously one of its core duties.
Also while I have worked professionally with Leveson and he is a nice thoughtful man, he has a tendency to come up with complicated proposals which seem to me to cause at least as many problems as they solve. See his suggestions on newspapers. He is a bit too pro-establishment de haut en bas for my tastes, which is probably why he is the go-to judge for such matters.
Anyway will revert in more detail another time. Am a bit overwhelmed at the moment.
I am now too old for jury service and was only once required to do it in the 60 years since I became eligible, but just yesterday my 19 year old granddaughter was called up for it
I've had a long retirement and would have liked to have been called up. Several times even. No problem. But I haven't had a sniff.
I was called for it five times in one year. I suspect because I was one of the foolish people who responded to their letter. Eventually had to contact my MP to try and get them to stop harassing me (which worked - all praise to my MP).

ICE interrogate kids at youth baseball practice—threatens to arrest coach when he defends them.
Every kid on team is U.S. citizen.

"I told them they still have their 5th & 4th Amendment rights."
Youman Wilder has not only coached baseball on Manhattan's West Side for 20 years—he also has a law degree.
He has since changed the practice schedule as a precaution to make kids feel safe—but all except 2 players have still been too afraid to come back out to the batting cages... https://x.com/LongTimeHistory/status/1943693085088555038

Apart from anything else, the current system, when it (sometimes) takes five years to settle a case, isn't providing justice.
A winnowing of his ideas, to sort the wheat from the chaff, might be a valuable undertaking.

I keep hearing stories of how this is playing out, and keep having images of Dim from Clockwork Orange in my head.

Of course if the Dems want to have any purges they could first purge themselves of all those who participated in the big lie that Senile Joe was capable of being President for another four years or perhaps all those who supported unrestricted illegal immigration.
The problem being that there would be very few Dem politicians left in DC if they did so.

Think we need to install shutters on windows, like the French.
The biggest difference between Brits when it’s sunny, and all of our southern neighbours, remains that we rush to fling the windows open and they rush to close them, and draw the curtains.
I was in Paris in the heatwave summer of 2003. The hotel was stifling even with closed curtains.
Worst was queuing in the glass pyramid at the Louvre.
We were there in 1976. Which was worse?
1976 and 2003 weren’t even close.
2003 was the hottest summer in Europe since records began, by a huge margin (it’s since been overtaken). 1976 was hot and dry in Paris but nothing particularly unusual, unlike in Britain.

One of the benefits of getting a heat pump is it can be reversed to make an air conditioner. If we are going to transition away from burning gas for heating, we're going to need the extra electricity supply anyway. Why not make it more comfortable in the summer?

We need a new Marshall Plan for shipping air conditioning units to Europe
Seems like an efficient way of culling the weak.
There’s a reasonable point about air conditioning, but:
- nobody’s stopping Europeans getting a/c, in fact it’s often subsidised - lobbying to promote a/c and also promote the things causing the need for a/c is akin to tobacco companies lobbying for cancer treatment - They don’t actually care. It’s an alt right meme to blame someone else for climate change
Still, at least we’ve moved on from the denial into the bargaining stage.

In some respects it already is - it was a strange regulation years ago that prevented it being applied to heat pumps that could also cool by running the other way.
It was something to do with the trad aircon systems not being permitted development for the external unit, and wanting to keep a clear division between the Heat Pump scheme and aircon, which is fair enough and what the Cons are currently trying to make a political issue. Given their characteristic style they were probably the ones that introduced it (I'm not going to look it up).
It's normally just been a modest hack to switch the cooling side back on if you choose an appropriate unit.

Year Average Summer Temp (°C) Rank 1976 21.0°C Not top 5 2003 23.0°C #1 2018 22.1°C #3 2022 22.7°C #2 2023 22.5°C #4 2006 21.2°C #6
The 2020s average is ~21.5–22.0°C, Significantly warmer than 1976
Days ≥35°C in Paris:
1976: 5 2003: 9 2019: 14 2022: 13 2023: 11
And nights? Tropical nights (≥20°C minimum temp):
1976: 3 2003: 10+ 2018, 2019, 2022: 10–15 per summer
One of the shocking things about the 2003 extreme heat is that it’s been outdone on many counts several times since. 2003 is in danger of becoming a new 1976.
And it will keep getting hotter, until we’re all dead.
So yes, a/c is increasingly important, but let’s not forget why it’s increasingly important.

The unions still have an important role to play in this country. But if they’re going to run around “suspending” Angela Rayner and demanding 29% pay claims they may as well pack up now, because they’re quickly going to become irrelevant.

Better to save the money for extra heating in winter.

Here's a thread from Buildhub recently where a chap had designed and got planning before he thought it through, so at least his extra costs would only be paperwork rather than retrofit. We ran through most of the options.

I thought the proposal was to allow defendants to opt for judge led trials, rather than dispensing with juries ?
It's a system which appears to operate without dramatic problems, elsewhere.
What do you make of the rest of his (numerous) proposals ?
I'm fascinated in the utter unprincipled shamelessness of the current Conservative Party.
First we have Jenrick demanding that the world is about to end because the Labour Govt is introducing the Sentencing Guidelines around Reports that he did not say anything about when he was the minister in the Govt that formulated them.
Now we have this.

There is no evidence the footage was deceptively manipulated, but ambiguities around how the video was processed may further fuel conspiracy theories about Epstein’s death.

A very dodgy crew, indeed

Not to mention that they have birthright citizenship, so many of the children swelling those class sizes aren't counted in the 2m.
It's just that some of his (long) list of recommendations seem quite sensible.
Apart from anything else, the current system, when it (sometimes) takes five years to settle a case, isn't providing justice.
A winnowing of his ideas, to sort the wheat from the chaff, might be a valuable undertaking.

Plus lots of slave labour.
The problem being that there would be very few Dem politicians left in DC if they did so.
2003 was the hottest summer in Europe since records began, by a huge margin (it’s since been overtaken). 1976 was hot and dry in Paris but nothing particularly unusual, unlike in Britain.
The suspicion is that since the juries would be replaced by multiple judges and the magistrates by more judges, it’s about creating jobs for lawyers.
He committed suicide because he was about to be released due to lack of evidence of crimes that never happened

- nobody’s stopping Europeans getting a/c, in fact it’s often subsidised
- lobbying to promote a/c and also promote the things causing the need for a/c is akin to tobacco companies lobbying for cancer treatment
- They don’t actually care. It’s an alt right meme to blame someone else for climate change
Still, at least we’ve moved on from the denial into the bargaining stage.

Which is why Biden was in the Presidential Debate.
That he had to be replaced as candidate merely exposed the big lie the Dems had spread.
In 2024 they installed 60k heat pumps reportedly.
Temperature back down to 24C, 14C expected overnight, so a good chance to cool it down. Time for the evening constitutional.
28C expected for Sat. 26C expected on Sun.
Year Average Summer Temp (°C) Rank
1976 21.0°C Not top 5
2003 23.0°C #1
2018 22.1°C #3
2022 22.7°C #2
2023 22.5°C #4
2006 21.2°C #6
The 2020s average is ~21.5–22.0°C, Significantly warmer than 1976
Days ≥35°C in Paris:
1976: 5
2003: 9
2019: 14
2022: 13
2023: 11
And nights? Tropical nights (≥20°C minimum temp):
1976: 3
2003: 10+
2018, 2019, 2022: 10–15 per summer
One of the shocking things about the 2003 extreme heat is that it’s been outdone on many counts several times since. 2003 is in danger of becoming a new 1976.
And it will keep getting hotter, until we’re all dead.
So yes, a/c is increasingly important, but let’s not forget why it’s increasingly important.
