The Trump tariff rationale is that it encourages businesses to manufacture in the US. On/off tariffs have zero chance of doing that - businesses need certainty to make such decisions.

No grand statements, no drama, just bit by bit making alternative arrangements for security, supply chains, partners and currencies. It won't be spectacular, but it will be inexorable.
