Osborne probably didn't know and probably had this pointed out to him at ECOFIN. Spotting the opportunity he merged the two items together and came up with this "halved" announcement.
What the whole episode shows is the clear ignorance in Britain of the EU and how it works. OK, I expected a rebate to apply (didn't know exactly how much), but then again I'm a pointy headed pro EU type.
Still, it misses the essential political point that after Osborne fluffed it on Friday by scuffing the ball towards his own goal with the keeper beaten, Balls has managed to lash the ball against the bar and look on forlornly as it rebounded back towards his own net with Osborne smashing it joyfully home.0 -

This kind of comment is the very thing Lord Ashcroft is annoyed about. The plain fact is that millions are either voting UKIP or contemplating it. The conservatives will need a deep reservoir of these votes to get anwhere close to the winning post.
