Christo (who died earlier this month) and Jeanne-Claude were two of our age’s most haunting artists.  Their life’s work – because we can fairly see it as a single piece – entailed the planning, project management and execution of the wrapping of ever more unlikely items.  Balloons, trees, islands, the Pont Neuf, the Reichstag and the gates of Central Park were all subject to a series of superficially short-lived installations.  As one critic said of their work, “to seek ‘the involuntary beauty of the ephemeral’ is to create the advent of surprise”.

The problem seems to be large numbers of youngsters hanging around outside fast food outlets.

    So close the outlets down?

Please help a simpleton out. Presuming the government can borrow at lower rates than private institutions what is the point of the assorted PFI schemes.

Perhaps they've just picked on one city to try make a point. ie. the virus hasn't gone away and we reserve the right to lock down if people don't behave. Leicester was just the unlucky city to have the worst figures at this point in time.

    Doubt it'll work though.

I don’t think or expect that the people of Leicester want it. This is the city with the second lowest disposable household income in the country, and a lot of people have been laid off from work.

It is seen as being imposed from London on an unwilling city.

Targeted support isn't going to help. Businesses have been saying for ages that they need clear guidance to plan and implement their routemap to opening up again. Opening up is going to have generated significant up front costs which could well be wasted and no amount of support is going to cover for that.

Did Leicester get the same fake news scare stories which Bradford had ?

Once his breathing problems began, he was reluctant to call the NHS for help, because of the myth then circulating in parts of the Asian community that people admitted to hospital were never discharged alive.

An interesting question, but given the government has the power to implement total lockdown I would presume it has the powers to implement selective lockdowns, it's the practicalities of the selective lockdown which are more of an impediment.

Perhaps they've just picked on one city to try make a point. ie. the virus hasn't gone away and we reserve the right to lock down if people don't behave. Leicester was just the unlucky city to have the worst figures at this point in time.

    Doubt it'll work though.

Yes, they have picked on the city which is represented by the shadow SoS Health, by curious coincidence.
I am sure it's one of Boris' infamous wizard wheezes, although I am not sure how it impacts on Ashworth's performance. It would seem to reflect more on Johnson's chaotic easing of lockdown nationally.

As a Doctor working on the City are you saying this is just wrong
I am not sure what you are asking.
You say HMG has picked on a city represented by the shadow SOS health

I was seeking your professional opinion as a doctor in the city if you think the decision is wrong
Also the shadow minister for Social Care.

I don't think it will work, and think that spread is not happening in "non essential shops", but rather in peoples homes.
Look upon Leicester as a research opportunity.

Mass testing could now give useful results.

They ought to put the guns down AND GET SOME EXERCISE. Maybe then they'd feel more relaxed.
    P/S and lose some weight.
They are an utterly ridiculous looking couple, the pink polo shirt! - and their house is absurdly lavish. And my, God the guns. But there might be more context to this story, which alters it somewhat

    And this is America.

All we can say for sure is that, if aggressive urban BLM protests really do collide with gun owning right wing white America it will be very messy. Let's hope not.

The SMF report sees the problem, but its idea of establishing a long-term cross-party consensus looks fanciful

Some classic Meeks understatement describing that as fanciful.

I don't know as much about pensions as he does or I should, but the final para does seem pretty telling.
Well you've got to draw the line somewhere.

Apparently Reddit have banned the /the_donald community for hate speech.

Getting serious when it's too hateful for Reddit.

It does seem to be falling apart for Trump but a long way to go yet. I suspect Facebook will be next to do something, the boycott appears to be starting to bite.

I suspect Leicester's sweat shops might be more at fault than a rush to the beaches along the River Soar.

Though it might discourage mixing and thus dampen spread, to get things to manageable levels at least? It feels, superficially, similar to the lockdowns in Germany in that regard, no?

    A dog's finally barked.

Hopefully doesn't happen this side of the Pond.
It's almost certain to. We've had the BLM protests, and the abandonment of lockdown in London (crowded parks etc). We've had the Bournemouth, Devon and Southend beaches crowded by thousands.

Why should the virus behave differently in California compared to the UK?

It's gonna come back. And now we are opening the pubs. And still the Brits refuse to wear masks.

Maybe this time we will try a Swedish approach. We might as well.

Please help a simpleton out. Presuming the government can borrow at lower rates than private institutions what is the point of the assorted PFI schemes.

The debt is still owed right? Its just shuffled around a little.

    Accounting.

Under Major it was a slightly theoretical way of bringing the private sector into operating contracts for assets that couldn’t be sold (a type of privatisation) but was pretty small scale

Brown saw it as a way to spend more than he promised to because someone else paid the upfront and then made oodles of cash for years to come.

There was a company that tried that in the private sector. It was called Enron. I wonder what happened to them?

Don't usually do this but can I recommend a petition. It relates to Nick Buckley who was sacked from the charity Mancunian Way (an organisation he founded which helps disadvantaged young people) because he made some unflattering remarks about BLM on a blog post - essentially their 'marxism' will prove divisive. A few hundred people then petitioned th trustees to remove for horror of horrors, criticising BLM.

Well infections continue to fall in the UK.

Perhaps because in much of the country the virus has been eradicated while in others an effective level of herd immunity has been achieved.

The only opposition politician who was so incompetent he couldn't manage that was George Osborne.

Given a choice between who knows more about a city - the Mayor or its MPs - i would go with the Mayor every time.

Off topic - Mike S, you say, and I'm sure sincerely, that you hate Trumpsky. Hear Hear!

BUT when I log into PB, tend to see ads for - guess who?!?!

Know you need to pay the freight, and wouldn't ask but you did use the H-word. Just wondering, aren't there enough OTHER advertisers out there? Couldn't you dump this trash over the side and sail away?

NOTE that anything to do with PB is ultimately YOUR decision. AND methinks that maybe you have little to no control over ads, esp. ones directed to right (or rather left)-thinking 'Mericans such as myself. BUT am curious, which is why I ask.

Thanks yet again & in advance for all you do for us PBers!

So does this only apply to the City of Leicester?
If so, this appears to be a good way of spreading the virus to the suburbs and surrounding areas pubs, restaurants and non-essential shops.
If you don't stop people moving around you can't control an outbreak.

Re; BLM, on this side of the Atlantic (and Pacific) appears that bulk of BLMers are in fact wearing masks. True, social distancing often breaks down, sometimes because of actions of forces of order. BUT seems that biggest danger is not touching but rather breathing, and even in a crowd masks help corral the Creeping Crud.
