This is very worrying. Vox have a video about its impact in the us and just how dangerous it is. An absolute tiny amount can result in an overdose.

However, given the nature of the man and the shenanhigans we have seen so far, I can't help but think that at some point over the next two years we will see prices lower than the current 4.3 for 2018 and 6.4 for 2019 departure. So for me, the current value is betting on those two years as a trading opportunity
Army recruitment tends to be harder when there are no wars to fight too.
I saw one figure for American soldiers in World War Two that only a quarter ever experienced combat. For a lot of the rest, I bet it was a steady job after the Depression, as well as a chance to get out of Little Town, Iowa and see the world. In fact, I had two great-uncles actually on the front lines in France and Italy who said everything after the army did seem dull.
