That's exactly what that article says. If you look behind the headline, into exactly what is in there, it is:
The LibDems split expenditure between local and national. Some of the stuff declared for national was missing from national declarations. But, the LibDems were so far below national limits, this is clearly just an administrative error. If it had been declared at the national level there would have been no offence.
