If household x buys their council house, that is one fewer rental house available but also one household fewer that needs a rental house, because that house is now privately owned by household x. I agree with you. There’s a lot of moving parts in the housing market, including the supply and demand for mortgages and the willingness of banks to lend accordingly. The single largest factor in recent (10-20y) inflation has been that banks might now (well, until a couple of years ago) lend 4x joint salary at 1% interest… -
