This will end up with the savings being the the square root of f##k all and they won't get any credit for reversing it. They could have increased the tax rich oldies pay in more stealthier ways and end up with more money.
I wouldn't be surprised though if we end up with some sort of scheme that requires more paperwork invalidating the small amount of savings even more.
