    Ruth has the necessary character of (I repeat) being comfortable in her own skin, good on TV and selling sunlit uplands. She also has a great back story.

    I'm not sure though that the proposed route is a goer because a peerage would spoil aspects of that back story, plus she's a remainer / BRINO supporter. If Brexit is still an issue, then that will hurt her.

    Also she'll be a new mum. That is in no way a sexist observation - if anyone can handle the top job and everything, she can - but she might not want to.
