I'm not surprised their Lordships decided to give this particular one another try given what went down in the Commons last week.
For all the outrage some will have if the Commons do indeed accept it this time, which seems to be at least possible, then parliament's will will have been done. The questions are if the Commons rebels will take on the government this time, and if they don't (or it is not enough) how much more will the Lords push it?
