I took it that Party Independents were the current ruling administration and/or supporters of it while those who were Non-Party were opposed to the current administration's direction.

No idea if that is right though.

Intriguingly this is the first time in Orkney (and thought to be the first time in Scotland) that the ballot paper is all-female. Surprising.
