Labour results in the northern unitary authorities to declare so far. These should all be considered heartland areas in parliamentary terms: NE Lincs (Grimsby) win 0 from 15 seats, lose 4 Hull win 1 from 19, lose 4 Hartlepool win 0 from 12, lose 7 Halton won 2 from 19, lose 15 So win 3 out of 65 seats being contested.… -

Must be the latter - I was in St Edward's (Romford Town before it) for the previous 6 elections and never had a leaflet from Labour for any of them. Or maybe in 2014 there was one. It has always been ultra safe Tory. Andrew Curtin made a decent failed attempt at re-election as an Indy after deselection but otherwise nobody… -

Wasn't this the one where the driver claimed undiagnosed epileptic seizure. Which is apparently unverifiable (proof or disproof). So I think there was some concern from the legal point of view that letting that stand as a get out clause would create a simple get-out-of-responsibility card for anyone to use.
