Is there a rule that when applied always tells you who the LOTO has been since, say, 1911? Frederick Pethick-Lawrence was LOTO in 1942 without being the leader of a party. Arthur Greenwood who took over from him and held the position until 1945 wasn't a party leader either. Nor was Herbert Morrison in 1955. Who decides? -
