There is no evidence of such a decline at all. The decision to turn universities into businesses first and seats of learning/research second was an ideological one not one borne out of necessity. (View Post)2 -

We had leading universities for decades without students having to pay for them. The change to student fees was a political/philosophical decision and not an inevitable one. (View Post)2 -
