That's what the Named person act was all about in Scotland. give every child a single point of contact so that everyone involved could be coordinated by that one person, for most kids it would be the Home Visitor till school, then the school nurse and finally guidance at secondary.
It never got through because the Press and Opposition successfully portrayed it as the "Nanny State" snooping on parents, or infringing on Parents rights.
