Pure d'Hondt is used in Denmark (with a 2% cutoff) and IMHO works quite well. You get alliances of left/centre-left and right/centre-right, with one or two centrist parties uncommitted, and can … (View Post)2 -

I think it's proportionate - 2% or so of members are usually active. But there's I suspect that being in power and making (necessary?) compromises depresses the 2% more than most. (View Post)1
