HS2 Phase 2 will be done to the same spec as HS1 and just about every other modern railway on the planet. The mistakes of Phase 1 were massive risk aversion in the treasury and DfT. (View Post)1 -

From memory, it is now ancient memory, the £32bn (???) initial quote was the P50 costings. The P95 cost when first published was mid £40bn's from memory. That was based on a treasury assumption … (View Post)1 -
