Except that Germany has already had three CDU/CSU + SDP govts this century and the UK has had 0 Con/Lab govts since WW2.2 -

System was designed by the Allies post WW2 IIRC? 5% threshold put in place to try & avoid the party fragmentation of the Weimar republic. Even Israel has a 3.25% threshold I think - many PR count…3 -
